WHO: Ebola Situation Report – 15 April 2015

SUMMARY
:: A total of 37 confirmed cases of Ebola virus disease (EVD) was reported in the week to 12 April, compared with 30 the previous week. Case incidence in Guinea increased to 28, compared with 21 confirmed cases the previous week. Sierra Leone reported 9 confirmed cases, the same total as in the previous week. Liberia reported no confirmed cases.
:: A total of 5 Guinean prefectures reported at least one confirmed case in the week to 12 April, compared with 6 the previous week. Transmission remains confined to the western area, and is primarily focused on the prefecture of Forecariah, which borders Sierra Leone. In total, 8 prefectures/districts in Guinea and Sierra Leone reported a confirmed case in the week to 12 April, compared with 10 the previous week. This is the lowest number of districts to report a confirmed case since the end of May 2014. Of 55 districts in Guinea, Liberia, and Sierra Leone that have reported at least one confirmed case of EVD since the start of the outbreak, 39 have not reported a case for over 6 weeks.
:: In the context of falling case incidence and a receding zone of transmission, treatment capacity exceeds demand in Liberia and Sierra Leone. Accordingly, and with technical guidance from WHO, national authorities in both countries have begun to implement plans for the phased safe decommissioning of surplus facilities. Each country will retain a core capacity of high-quality Ebola treatment centres, strategically located to ensure complete geographic coverage, with additional rapid-response capacity held in reserve…

COUNTRIES WITH WIDESPREAD AND INTENSE TRANSMISSION
:: There have been a total of 25,791 reported confirmed, probable, and suspected cases of EVD in Guinea, Liberia and Sierra Leone (figure 1, table 1), with over 10,600 reported deaths (outcomes for many cases are unknown). A total of 28 new confirmed cases were reported in Guinea, 0 in Liberia, and 9 in Sierra Leone in the 7 days to 12 April.

Secretary-General, at World Bank Ebola Event, Calls for Sustained Assistance to ‘Devastated’ Countries
The Ebola epidemic remains a pressing challenge. Too many lives have been lost. Families, communities and nations have been devastated. Yet, over recent months, we have seen important progress. The Presidents and Governments of the affected countries have shown leadership and resolve. Communities have adopted safe and dignified methods of caring for the sick and burying the dead. And we have seen multilateralism at its best.

I thank the many Governments, local and international NGOs (non-governmental organizations) and, in particular, the brave doctors and nurses working on the front lines. As a result, we have seen a significant decline in new Ebola cases. Liberia has only recorded one case in the past two months. The outbreak has shrunk considerably to a narrow belt along coastal Guinea and Sierra Leone. Our marathon effort has been a success.

But the last mile may be the most difficult. We must strengthen surveillance, contact tracing and community engagement. And when we reach zero cases, we must maintain our response capacity for at least a year. To avoid having to face such an emergency again, I have established a High-Level Panel on Lessons Learned, chaired by President Jakaya Kikwete of Tanzania.

As we look forward, I call on the international community to support the recovery and peacebuilding efforts of Guinea, Liberia and Sierra Leone. These efforts must also recognize the fragility of these countries’ transitions from past conflicts and instability to sustainable peace and development.

To generate the required resources, I am convening a high-level international conference in July, in New York. We must ensure that women, men and children have safe and affordable access to clinics, hospitals and schools. People need jobs and access to markets. Affected communities, the bereaved and orphans need support. People’s faith in their Governments’ ability to protect and serve them must be reinforced.

These are our building blocks to repair the fabric of communities, economies and societies torn apart by this terrible disease. I thank you and look forward to a productive discussion.

Human rights must always be protected, even when countering terrorism – UN experts
GENEVA (16 April 2015) – Human rights and freedoms should not be sacrificed for political convenience in the fight against terrorism, two United Nations human rights experts have said today.
“It is only by strict adherence to international human rights standards that counter-terrorism strategies can ultimately succeed,” said Ben Emmerson, Special Rapporteur on the promotion and protection of human rights and fundamental freedoms while countering terrorism and Heiner Bielefeldt, Special Rapporteur on freedom of religion or belief.

“Just as much as we condemn terrorism, particularly at a time when the international community reaffirms its unreserved commitment to combat it, we must demand that human rights be respected in the context of such a challenge,” the experts said, directing their comments at Governments currently engaged in counter-terrorism campaigns.

The human rights experts described the recent attack at Garissa University College in Kenya, which killed at least 147 students and lecturers, as “a savage act of extreme brutality,” which “shows the urgent need to rethink counter-terrorism responses based only on law enforcement and military force.”

“Many observers of such violence tend to underestimate the complexity of these phenomena by using the label “religion” broadly and loosely while it is important to take also non-religious factors more seriously,” said Mr Bielefeldt and Mr Emmerson.

“This is particularly true when confronting challenges such as armed conflict, poor governance, environmental degradation, endemic corruptions, intricate historic legacies of a country, extreme poverty, social, cultural, economic and political discrimination, as well as marginalisation of large sections of the population, or prolonged periods of State collapse,” the experts highlighted. “These circumstances provide fertile soil for recruitment to movements that promise a prospect for change, but resort to the unacceptable means of acts of terrorism to achieve their goals.”

The experts underlined that while there cannot be a single response to those questions, it is clear that a sustainable approach is needed in counter-terrorism that tackles not only the manifestations of terrorism but also its root causes.

UN Member States have unanimously recognised that the protection of human rights and freedoms is a prerequisite to any effective counter-terrorism strategy. Security Council resolution 1963 states that terrorism would not be defeated by military force, law enforcement measures, and intelligence operations alone.

“By actively promoting and protecting human rights, States contribute to preventing terrorism in an effort to address its root causes and risk factors,” the exerts said, noting that this is the spirit of the 2006 UN Global Counter-Terrorism Strategy, which was recently reaffirmed in 2014. The strategy emphasises that any measure adopted by States to counter terrorism must comply with their obligations under international law, in particular international human rights, refugee and humanitarian law.

“This is not solely a question of legitimacy; it is also a question of effective prevention,” the independent experts stated. “Respect for the rule of law, and the protection of human rights and fundamental freedoms are essential to offer a viable alternative to those who could otherwise be susceptible to terrorist recruitment and to radicalisation.”…

“Let’s pave the way to justice for all children” – First anniversary of the UN communications procedure for children marks time for global action

Comments sought on Technical Report on post-2015 indicators

17 Apr 2015 – At the beginning of the third session of the intergovernmental negotiations on a post-2015 development agenda, held from 23-27 March at UN Headquarters in New York, a technical report was presented by the Chair of the United Nations Statistical Commission (UNSC) on the process to develop indicators for the new agenda. It contained a preliminary set of 304 indicators as a “point of departure” for further work. Major Groups and other Stakeholders have been invited to contribute their views and assessment of the draft indicators by completing an online document.
All inputs should be received by 26 April. A synthesis report and associated compilation document of inputs will be submitted to the Secretariat of the Inter-agency and Expert Group on the Sustainable Development Goals (IAEG) working on indicators.

For too long, urbanisation has been seen as something negative to be countered, slowed or even halted. It is time to throw off those assumptions and see the process of urbanisation for what it really is; an opportunity to harness the economic potential of cities for growth and development.

Sustainable urbanisation vital for addressing some of the major concerns of our time, such as inequity, resource scarcity and climate change. It is also a tool for social integration. It is a vital way of advancing human rights, gender equality, youth engagement. It is a front line tool in the fight against extreme poverty.

To achieve sustainable urbanisation, UN-Habitat advocates for a three-pronged approach encompassing robust urban design, firmly and fairly implemented urban regulation and realistic, well-managed municipal financing. When these three elements of urban planning are combined, urbanisation becomes a powerful engine for prosperity. These three approaches build a solid foundation for providing basic services cost effectively and equitably. They ensure the development of affordable and appropriate housing at the heart of the city…

FAO and Norway to help developing countries monitor forest resources
Norway and FAO have signed a NOK 35m (around $4.5m) partnership agreement to improve the capacity of developing countries to monitor and report on their forest resources and changes in forest area. The project will facilitate countries’ access to earth observation data sources, including satellite imagery, and develop an easy-to-use platform for processing and interpreting this data.

ILO: ‘Building a culture of prevention on OSH is a joint commitment by governments, workers and employers’

…The first All-Russian OSH Week brings together nearly 3,000 occupational safety and health practitioners, experts, scientists and private sector representatives from Russia and abroad. The 14-17 April meeting will discuss new trends and prospects for promoting activities for safety and health at work, for ensuring safe working conditions and protecting workers’ health.

“Despite continuous efforts by the International Labour Organization and by many of our constituent governments, workers organizations and employers, the challenge of creating safe and healthy workplaces for all remains enormous,” said Polaski.

The ILO estimates that occupational accidents and work-related diseases cause over 6,300 deaths every day or 2.3 million fatalities a year. Of this huge loss, about 350,000 deaths are caused by occupational accidents and close to 2 million by work-related diseases.

Non-fatal accidents affect an even larger number – over 313 million workers are injured every year – while non-fatal work-related diseases are estimated to affect 160 million each year…
