We’ve gotten another piece of ammunition in our fight against the trafficking of minors: A U.S. Federal Circuit Court has ruled that customers who arrange for or have sex with children under age 18 are to be considered human traffickers, and should be punished accordingly — with sentences ranging up to life in prison.

Wow. That’s a big and heavy stick we can use to protect kids who are forced into having sex for someone else’s profit. It hasn’t been used widely yet, but I am encouraged that, with the help of the court ruling and new proposed legislation, we may finally be able to reduce the demand for sex with children, and reduce the number of children raped and traumatized to meet that demand.

The opinion also raised the likelihood that a person who takes advantage of young people sexually because they are desperate for food or shelter could be prosecuted for the crime of trafficking as well…

The threat of sexual violence is the number one fear for women and girls caught up in the Central African Republic crisis, the International Rescue Committee said today, as it released findings of an emergency assessment it just conducted in the nation’s capital, Bangui. Among a group of 125 women it is aiding, the IRC also said, more than two thirds had been gang raped.
Sarah Terlouw, the IRC’s country director in CAR, said, “The severity of violence women and girls are experiencing is shocking. Yet as communities are being torn apart, women and girls are not only bearing the brunt of this conflict, they are also largely responsible for keeping their families together and providing stability in an environment that is increasingly chaotic.”
The IRC found women and girls, who cited the presence of armed men in some displacement sites, were particularly fearful of an increased risk of rape when collecting firewood or using toilets without locks. The assessment also found women and girls in Bangui felt threatened by the general violence and rising levels of domestic violence.
The IRC is one of the lead aid agencies providing services, including counselling and medical referrals, to women and girl survivors of violence in CAR. Since opening two women’s centres at the beginning of the year in Bangui, the IRC has helped 125 women recover from violence, including 10 girls, with the youngest only seven years old. Of those, 70 per cent had survived gang rape and 84 per cent had been raped…

UNHCR learned this morning of an attack in Homs that has resulted in one death and others being wounded at a shelter in which scores of evacuees are being held.

The attack on the Al Andalus collective shelter – an abandoned school – occurred just after midnight local time, when mortars hit a wall. A local resident was killed, and some 10 people in the centre were wounded. All were hospitalized. UNHCR is awaiting further word on their conditions and those of others still in the shelter.

“We are taking this extremely seriously,” said Amin Awad, UNHCR’s Director for the Middle East and North Africa. “All parties to Syria’s conflict have obligations under international law relating to the protection of people not involved in the conflict.

In early-mid February, UN staff and volunteers from the Syrian Arab Red Crescent assisted more than 1,400 people to leave the Old City of Homs during a three-day “humanitarian pause”. However not everyone was able to leave, and 336 men and boys were kept behind at the Al Andalus centre for screening.

Information on the attack is still sparse. It is not fully clear at this stage whether the shelter was deliberately targeted and who the perpetrators were…
