We recognize that organizations of all forms – nation states, governments, UN system agencies, multilateral organizations, NGOs, civil society, commercial organizations – enjoy various forms and levels of empowerment granted [or at least accommodated] by their respective constituencies.
From time to time, the exercise of that empowerment – in executive actions, declarations, laws, regulations, policies, and programmatic action – might be irresponsible, unethical, or illegal, and too often not grounded in fact, evidence, science or sanity. Equally, that exercise may demonstrate extraordinary imagination, intellect and integrity.
In developing these expressions of concern and solidarity we proceed with greatest respect for the individuals – often in public service – who have accepted personal responsibility and accountability for the actions we address.
We strive to distinguish between our respect for fellow global citizens who may be involved, and respect for the governments or organizations exercising their prerogatives and power.
